Last month Washington D.C. voters overwhelmingly approved Initiative 71 which allows for the possession and personal cultivation of cannabis. This particular measure does not set up any regulatory framework for selling and taxing cannabis but the D.C. council expressed a willingness to create such regulation once voters had approved initiative 71. To the dismay of cannabis and social justice advocates, the expressed intent of the voters is being ignored. A mayor and a 13 member council govern the district, yet all of its laws also fall under the jurisdiction of Congress. As members of Congress were attempting to agree upon an important federal spending bill, Cannabis in D.C. became a negotiating point through what is referred to as a rider, or a "an additional provision added to a bill or other measure under the consideration by a legislature, usually having little connection with the subject matter of the bill".
